Subclass 489 - Skilled Regional (Provisional) Visa


The Skilled Regional (Provisional) visa (subclass 489) is a provisional visa for skilled workers which allows you to live and work in Tasmania for up to four years.

You may be eligible to apply for permanent residency through the Skilled Regional visa (subclass 887) after you have lived in Tasmania for two years and worked full-time (at least 35 hours per week) for at least one year during that time.

State nomination from Tasmania for this visa provides you with ten additional points to help you qualify for a visa under the Department of Immigration and Border Protection (DIBP) points test.

How to apply

Your application for state nomination and application for the visa are two separate processes. The Tasmanian Government assesses your application for state nomination and DIBP assesses your visa application.

The processing time is affected by the overall quality and thoroughness of your application. It is recommended that you prepare as much of the necessary documentation prior to applying to help avoid delays. Other factors that impact on processing times include changes in application volumes, seasonal peaks, and complex cases.

The usual processing time for state nomination ranges from two to eight weeks. Please also refer to the Global visa and citizenship processing times by DIBP.

The process




Check that you meet the key eligibility requirements set by the Department of Immigration and Border Protection (DIBP) for skilled migration. This includes age, points required, nominated occupation, and English language competency.




Check that you meet the additional nomination requirements set by the Tasmanian Government. There are different categories you may apply under and each have different requirements.



Expression of interest

Lodge an Expression of Interest (EOI) to register your interest in skilled migration with DIBP through SkillSelect. The EOI is not a visa application and is only an indication that you will like to be considered for a skilled visa.



Document checklist

Ensure you have all the required documents prepared before you apply. This may differ depending on which nomination category you fall under. Also ensure you have prepared the documents required to continue your application with DIBP after state nomination.



Apply for nomination

Apply for nomination from the Tasmanian Government through this website. Application processing times are currently two to eight weeks depending on the quality of your application. You will receive an outcome noting whether your state nomination application is approved or declined. State nomination does not mean your visa has been approved. This can only be done by DIBP.



Apply for visa

If the Tasmanian Government approves your nomination, you will receive a notification of outcome and an invitation to apply for your visa through Skillselect. You will then be able to apply for your visa with DIBP. Information on current visa processing times can be found on the DIBP website.



Maintain obligations

If you have been granted a visa, ensure that you maintain your obligations to the Tasmanian Government. This includes notification of your visa grant and when you arrive in Tasmania, updating contact details, completion of surveys, and fulfilling commitment to live and work in Tasmania for two years.


To be eligible to apply for state nomination, you must meet the following requirements set out by the Department of Immigration and Border Protection (DIBP). You must have:

If you are nominated by the Tasmanian Government for this visa you must commit to living in Tasmania for two years after your visa has been granted.

You must also meet any one of the following minimum requirements:

Category 1 – Tasmanian graduate

To be considered for this category, you must meet the following criteria:

  • completed and graduated from a CRICOS registered tertiary institution in Tasmania. The course undertaken:
    • must be either a degree (a bachelor or any higher degree), a diploma, an advanced diploma, or a trade qualification (minimum Cert III level for a skilled occupation in Major Group 3 in ANZSCO)
    • must have a minimum duration of one academic year (40 weeks)
    • must be full time and on site in Tasmania.
  • currently in Tasmania and lived in the state for at least 12 months during your period of study (evidence needs to be provided. See 'Document Checklist – Currently in Tasmania' for more details)

Category 2 – Working in Tasmania

To be considered for this category you must meet the following criteria:

  • working in Tasmania for three months immediately prior to your application for state nomination. You do not have to be working in your nominated occupation
  • at least 35 hours per week in one full-time job or in two or more part-time jobs
  • able to provide evidence of your employment claims (see Document Checklist – Employment for more details)
  • employment fills a genuine skill shortage in Tasmania

The employer you are employed with must have been actively operating their business in Tasmania for the past 12 months. The employer must also provide evidence that no local person was able to fill the position. (See 'Document Checklist - Employment' for evidence your employer would have to provide that you would need to submit together with your application for state nomination).


Category 3A – Overseas applicant (TSOL)

To be considered for this category you must be living overseas and meet the following criteria:

  • nominated occupation is listed on the Tasmanian Skilled Occupations List (TSOL)
  • you, or any of your dependants have not lived in another Australian state or territory within the last twelve months
  • achieved at least ‘Proficient English’ in a recognised English language test or hold a passport of the UK, Ireland, the USA, Canada or New Zealand
  • researched the Tasmanian labour market and provide evidence (see Document Checklist - Employability) that there are sufficient employment opportunities (at least five and not more than eight opportunities) in your nominated occupation in Tasmania and that you have:
    • skills and recent experience relevant to the researched employment opportunities
    • skills and experience relevant to the Tasmanian economy
    • access to sufficient financial assets to fund your migration and settlement in Tasmania while you seek employment

If your application is one of ‘high calibre’, and the Tasmanian Government is satisfied that you will be able to secure employment with ease due to your skills and previous work experience, you may be invited to apply for the Subclass 190 - Skilled Nominated visa. Each application is assessed on a case-by-case basis and factors which would be considered to determine ‘high calibre’ applications includes, but not limited to, points claimed, English language competency, financial assets available for migration, evidence of interest from Tasmanian employers to employ you, level of skill shortage for your nominated occupation in Tasmania, and skills of dependants.

*On arrival in Tasmania, you need to be realistic about employment expectations as it can take up to three months to secure employment. The time it takes to gain employment will depend on several factors including the time of the year, skills, experience, employer requirements and your level of English language ability.  You will compete for employment vacancies with all people in the labour market as part of a normal selection process. You should ensure that you have sufficient financials available to support yourself and your family during this time.


Category 3B – Overseas applicant (Job offer)

To be considered for this category you must be living overseas and meet the following criteria:

  • received a formal job offer for a job that is based in Tasmania that is in-line with your nominated occupation
  • you, or any of your dependents have not lived in another Australian state or territory within the last twelve months
  • the employer offering you employment must have been actively operating their business in Tasmania for the past 12 months
  • there needs to be a genuine need for your position within the business. This may be satisfied if there is:
    • an existing, current and genuine need for your position within the business
    • an ongoing need for your position and the capacity for the business to sustain the nominated position.


Category 4 – Family in Tasmania

To be considered for this category you must have a family member who:

  • is an Australian permanent resident or an Australian citizen
  • has lived as a permanent resident or an Australian citizen in Tasmania for 12 months or more
  • is your parent, child, sibling, aunt, uncle, first cousin or grandparent
  • agrees to support you when you arrive in Tasmania and assist you in the process of gaining employment in Tasmania.


Category 5 – Small business owner

To be considered for this category you need to have a genuine intention to establish a business in Tasmania. This cannot be the establishment of a franchise nor purchase of an existing business, either part or whole, in Tasmania.

You would need to:

  • submit a comprehensive business plan with your application
  • strongly demonstrate your past business or management experience in an industry at least closely related to your proposed business
  • provide evidence that you have substantial financial capacity to operate your business in Tasmania.

Please note that meeting any of the abovementioned nomination requirements does not guarantee that your application will be successful.

Every application for visa nomination goes through a highly competitive process and is assessed individually with a focus on your ability to address a number of assessment criteria, including:

  • the availability of nomination places
  • your ability to meet the minimum requirements
  • the demand for your particular skills and expertise, and your ability to find work in Tasmania
  • the suitability and transferability of your qualifications, skills and experience – including any specialist capabilities - to the needs of Tasmania’s labour market
  • your ability and commitment to establishing yourself, and any dependants, in Tasmania with a view to your prospects for long-term settlement in the state
  • number of points claimed in the DIBP points test
  • level of English language competency
  • genuineness and accuracy of claims put forward in your application

Expression of Interest (EOI)

An Expression of Interest (EOI) is an indication that you would like to be considered for a skilled visa. An EOI is not a visa application.

An EOI needs to be lodged through SkillSelect which is the Department of Immigration and Border Protection (DIBP)’s way of managing who can apply for visas, when they can apply, and how many people can apply at one time. Only those who are invited by DIBP can proceed with applying for a visa.

Document checklist

Please ensure that you have all the required documentation. During your state nomination application process, you will be prompted to attach the following documents to lodge your application. You may also be contacted to produce additional documents while your application is being assessed. Please note that incomplete applications without the appropriate documentation may be refused even if you meet the nomination requirements.

SkillSelect EOI

Attach a copy of the Expression of Interest (EOI) record of response, which is issued to you once an EOI has been successfully lodged. The record of response details the personal, education, English and employment details as submitted by you.

If you intend to apply for state nomination, Tasmania must be selected as your preferred location on the EOI. If you select ‘any’ or express interest in living in another state or territory will not meet the criteria to be considered for state nomination in Tasmania.

Skilled occupation

Attach a copy of a current skill assessment in the nominated occupation.

Declaration of nomination obligations

If you are using a migration agent, you must attach the signed and witnessed declaration that you accept Tasmania’s nomination obligations. You will be prompted to download and complete the form during the application process.

If you are not using a migration agent, you can confirm that you acknowledge and accept Tasmania’s nomination obligations while completing the online application.


If you do not hold a passport issued by the United Kingdom, Canada, New Zealand, United States of America, or Republic of Ireland attach a current English language proficiency test result (dated within the last three years).

Commitment to Tasmania statement

If you have been living in Tasmania for the past 12 months, explain in your own words in no more than two pages, what you love about living in Tasmania and why you want to continue living in the state for at least two more years following the granting of a visa.

If you are not currently living in Tasmania or recently moved, explain in your own words in no more than two pages, why you want to live in Tasmania for at least two years from date of permanent arrival.

In writing the Commitment to Tasmania statement, you should take into account the following points:

  • why Tasmania’s lifestyle suits your way of life more than any other city in Australia
  • include evidence that you have personally researched Tasmania’s lifestyle and attractions
  • avoid using statements that are obviously copied from other sources (and not written in your own words)
  • if your spouse / partner (if applicable) intend to work, include evidence that they have also researched employment opportunities in Tasmania and are satisfied that they will be successful in attaining employment
  • if you have studied or lived in another Australian state or territory within the last 12 months indicate why you want to move away to Tasmania instead
  • if your spouse / partner or any dependents have studied or lived in another Australian state or territory within the last 12 months indicate whether they will be moving with you to the state, and if not, why not.

Personal information

Attach a copy of your passport. This must be current (valid for travel purposes) and show your personal details and any pages showing Australian visas.

Attach a copy of your current visa grant notification. For bridging visa holders, attach a copy of the visa grant notification for the last substantive visa you held.

Attach a copy of your spouse / de facto partner’s passport (if applicable).

If you are using a migration agent, attach a completed and signed form 956 Advice by a migration agent / exempt person of providing immigration assistance.


If you have received an offer of employment attach evidence of this offer – such as an employment contract or a formal letter of employment.

If you are currently employed, attach evidence of employment. This must include a copy of your employment contract and your most recent two payslips (if applicable).

If you are applying under Category 2 – job offer for the subclass 489 visa, there are additional documents that you would need to submit together with your application. Your employer would need to provide the proof of domestic recruitment efforts. The following need to be included together with your application:

  • evidence that your employer has made a genuine effort to recruit locals (Australian citizens/permanent residents) but were unsuccessful, for example include copies of the advertisements your employer has posted in on-line sources, University of Tasmania Career hub, Tasmanian vocational institutions, Jobactive, local newspapers and from social media
  • a selection report including information on applications received and why no local applicants were suitable for the position as well as details and expenses of any advertising the employer conducted. If you are an overseas applicant with no employment in Tasmania (Category 3A), attach evidence that are, currently, sufficient employment opportunities in your nominated occupation that are relevant to your skill set and recent experience. The evidence must include:

  • Personal research into recent advertised positions relevant to the nominated occupation (a minimum of five vacancies and not more than eight. You must provide a copy of the full advertisement (saved as a .pdf):
    • It is essential that the date of the job advertisement as well as the location of the job are clearly displayed
    • Web links alone are not acceptable and, if provided without the accompanying advertisement, will result in the criterion not being met
  • An employment statement for each advertisement. You must explain how your qualifications, knowledge and experience relate to and meet the requirements for each of the job advertisements.

Please note:

  • You must be able to demonstrate that you have the relevant qualifications, skill set and work experience etc. to meet the criteria of the advertised position; for example if the position requires:
    • a certain number of years relevant work experience: you must have that experience
    • a minimum qualification: you must hold that qualification
    • Australian work experience: you must have that experience
  • Job advertisements must be recent. Advertisements must be dated no more than six weeks before submission of the application
  • Job advertisements must be relevant to the nominated occupation; for example:
    • if the nominated occupation is a Real Estate Agent we will not accept jobs for Property Manager
    • if the nominated occupation is HR Advisor we will not accept jobs for recruitment consultants
    • if the nominated occupation is for a manager, we will not accept assistant, support or junior positions

Australian qualifications

If you are a Tasmanian Graduate (Category 1) and have completed a CRICOS course at a Tasmanian tertiary institution, attach evidence of your educational qualifications, academic transcript and a completion letter from the institution.

Work experience

Attach your Curriculum Vitae (CV) or Resume which clearly states personal details, educational qualifications and work experience to date.

For overseas applicants with no employment offers, it must be clear that you have enough recent experience in your nominated occupation to be employable in Tasmania.

Financial capacity

If you are not currently living in Tasmania, attach your signed Declaration of Financial Capacity to show that you have access to sufficient financial resources to fund your migration to Australia (click here for the form). Your signature on the Declaration of Financial Capacity must be witnessed by an authorised person.

You must have access to funds to support your settlement while you are securing employment in Tasmania. If you have not already secured employment in Tasmania. you need to be realistic about employment expectations once you arrive in the state as it can take up to three months or longer to secure employment. This timeframe is only indicative, as the employment market fluctuates at different times of the year. Your ability to secure employment quickly will depend on your research of the Tasmanian labour market and the relevance of your skill set and experience to the market.  

You are not required to provide documentary evidence to support your financial position with your application. However, you must be able to provide such documents if requested by your case officer.

Family relationships

If you are applying under the ‘Family in Tasmania’ category, attach:

  • statutory declaration of family member (click HERE for the form)    
  • letter of support from your Tasmanian relative
  • passport and / or birth certificates which evidence the nature of the relationship
  • evidence that they have resided in Tasmania for at least the last 12 months, which may include a residential agreement, utility bills, or bank statements of everyday transactions in Tasmania the past 12 months
  • evidence of their Australian residency / citizenship.

If you have family living in other parts of Australia, attach a statement explaining why you have chosen to live in Tasmania and not with them in their state / territory.

Settlement statement

If you are applying under Category 3A – Overseas Applicant, you would need to provide a statement showing that you have researched the cost of living in Tasmania and that you have a sound understanding of the settlement costs involved while you seek employment.

If you are using a migration agent you must attach a settlement statement that includes:

  • Evidence of research into the cost of living in Tasmania, including rent, food, transport and entertainment.
  • Estimated cost of relocation to Tasmania in Australian Dollars, including but not limited to: flights; freight; and initial accommodation.
  • Estimated cost of living in Tasmania for you and any dependants, in Australian Dollars.

If you are not using a migration agent, the settlement research is included as part of the online application.

Nomination by another Australian state / territory

If you have currently or previously applied to another Australian state or territory for nomination of a skilled migration visa, you must attach a statement explaining why you are now applying for state nomination with Tasmania.

Currently in Tasmania

If you are not an overseas applicant attach bank statements to demonstrate that you are currently living in Tasmania. The statements must show activity such as ATM withdrawals and evidence of income or shopping expenditure. A residential agreement will also be sufficient.

Also provide evidence that your dependants are living in Tasmania such as a copy of a driver’s licence, proof of employment or bank statements.  

Small business owner

If you are applying for state nomination as a small business owner, attach a comprehensive business plan together with your application. Details on how to draft a business plan can be found on the Business Tasmania website. Include in your business plan how your previous experience in the relevant industry will help you conduct the business in Tasmania.

The application for Tasmanian Government nomination must be completed online through this website.

The assessment of the application for state nomination will be based solely on the supporting documents provided at the time of application. If the application is incomplete, or it does not meet the nomination criteria, the application will be refused.


Individuals (not using an agent):

Individuals who are not using an agent may apply directly for state nomination without creating an account.

Processing time

Our standard processing time for complete applications is currently two to eight weeks. Processing times may vary depending on the quality of the application lodged and whether further information has been requested (either from you or external parties).

Please do not enquire about the progress of your application during the processing period. Progress enquiries can delay application processing.

Apply for visa

If your application for state nomination has been approved you will be notified of the outcome of the application by email.

The Tasmanian Government nomination of your EOI will be confirmed on SkillSelect and the Department of Immigration and Border Protection will immediately issue the visa invitation.  Once the visa invitation is issued, you will not be able to update the EOI. You must apply for the Skilled Regional (Provisional) visa (subclass 489) with DIBP within 60 days.

The offer of state nomination is valid for 60 days from the date of approval. If the visa application is not lodged within two months, the offer of state nomination will expire. You would have to reapply for state nomination and meet the current nomination criteria.


Please note that if any information provided to us at the time of nomination (or lack of information), is at a later date found to be incorrect or misleading, and you would not have otherwise been supported for nomination, the Tasmanian Government reserves the right to inform the relevant authority whenever appropriate. It is your responsibility to inform both the Tasmanian Government and DIBP, of any changes to your circumstances. Please refer to the following link for more information. Lack of notification of changes in circumstances may result in a withdrawal of nomination and visa cancellation.

Maintain obligations

When your skilled migration visa application is decided by the Department of Immigration and Border Protection (DIBP) and, if approved, you will also have agreed to the below conditions to prove that you have fulfilled the ongoing obligations of the visa’s intent.

Inform us of visa grant

You must inform the Tasmanian Government of the outcome of the application for the Skilled Regional (Provisional) visa (subclass 489) and, if you are living overseas, the expected date of your arrival in Tasmania by email to

Contact us when you arrive

You must contact the Tasmanian Government prior to, or within one month of your first arrival in Australia by email to

Live and work in Tasmania

You must live and work in Tasmania for at least two years from the date the visa is granted (for those already residing in Tasmania)  or from the date of first arrival into Tasmania (for those who do not currently reside here).

Complete surveys

The Tasmanian Government will issue you surveys at six, 12, 18 and 24 months following the date of your visa grant (if you are already in Tasmania) or from the date of your arrival in Tasmania.

Notify of changes to contact details

Keep us informed of any changes to your contact details in Tasmania for 24 months after the granting of your visa / arrival in Tasmania


The Tasmanian Government is not responsible for finding employment, accommodation or providing financial incentive or assistance to state nominated visa holders or other skilled migrants. Tasmanian Government nomination is exclusive to Tasmania and is not transferable to any other state or territory in Australia.
