About Building Standards and Occupational Licensing

The person given authority to oversee Tasmania's building processes is the Director of Building Control. The Director is also the Administrator of Occupational Licensing.

The Current Director and Administrator is Mr Dale Webster.

Building Standards and Occupational Licensing is the Department of Justice Output set up to help the Director fulfil the role.

The Output is split into four units:

  • The Directorate
  • Building Standards and Regulation
  • Compliance and Dispute Resolution
  • Licensing and Accreditation

The Directorate

This small unit includes the staff who directly support the Director in undertaking his duties as Director of Building Control and Administrator of Occupational Licensing.

The unit co-ordinates projects to enhance the regulatory frameworks administered by the Output:

  • In January 2014 the Minister for Workplace Relations announced a review of the Building Regulatory Framework
  • From 1 July 2014, the Director will also become the Registrar under the Registration to Work with Vulnerable People Act 2013 - the project to implement this screening unit is underway.

Building Standards and Regulation

This Unit is responsible for the development of policy and legislative proposals relating to the building and plumbing industries.

Input into technical regulation through the National Construction Code and Tasmanian representation on the Australian Building Codes Board.

Provides training and information to both industry and the public

Audit and Compliance

Responsible for audits of participants in the building process, enforces the requirement to be licensed or accredited and investigates disciplinary complaints against accredited building practitioners.

Licensing and Accreditation

Responsible for:

  • licensing of plumbers, gas-fitters, electrical workers and automotive gas fitters
  • the accreditation of building practitioners
  • registering owner builders
  • the processing of other occupational licensing, such as Security Industry, Motor Traders and Conveyancers
