Message from the Premier

Lara GiddingsIf you are worried about making ends meet, you are not alone.

It can be difficult to manage any increase in the cost of living, and it is ok to need a little extra support.

It is reassuring that there is help for people when they need it and this guide lists some of the ways that the Tasmanian Government is making that help available.

Our priorities are to help people stay warm this winter and to assist them to access the support services they need.

Helping you find your concessions and discounts

Concessions and discounts help lower the cost of government services. These concessions help to raise the standard of living and increase access to essential services for eligible members of the Tasmanian community.

Get your free concessions guide from Service Tasmania, your local council or community centre, or online at www.concessions.tas.gov.au

Services covered by concessions include:

  • Culture, parks and heritage
  • Education and learning
  • Health and well-being
  • Housing, electricity and heating
  • Property and land tax
  • Recreation, driver and other licences
  • Travel, fares and vehicle registration

Reducing your energy bills

In response to rising electricity prices, the Tasmanian Government's assistance package has helped reduce power bills. This assistance will continue when full retail competition is introduced from 1 January 2014. Electricity retailers must continue electricity concessions for eligible customers.

Electricity Concession

If you are a Concession Card holder, including Pay As You Go customers, you may be eligible for an electricity
concession rebate over the coming year.

Medical Cooling Discount

A new discount of $137 per year is offered to people who need medical cooling as part of their health condition.

Life Support Discount

A discount is available for eligible electricity customers using an approved life support system.

Community support programs

If you are experiencing hardship or temporary difficulties, funding may be available to assist you through a range of community support programs, such as the Aurora Hardship Policy.

Heating Allowance

Eligible pensioners can receive an allowance of $56 a year to assist with heating costs. Payments of $28 are made in September and May. Asset tests and conditions apply.

Save energy, save money

By actively looking at ways to reduce your power use, you could save around $300 per year on your energy bill.

Expert advice could help you become warmer in winter and cooler in summer, making your home more comfortable to live in. Some of the free energy saving upgrades that are available under Tasmanian Government programs are:

  • Draught proofing windows and doors
  • Insulating hot water pipes and tanks
  • Installing water and power saving showerheads
  • Installing energy efficient light globes

Assess your home energy efficiency

The Stay Warm, Save Money program is assisting up to 1 200 low income private rental tenants and home owners to reduce their home energy use. The program is no longer open to new applicants, but you will still find plenty of free hints and tips to make your home more energy efficient at the SEMF Pty Ltd website www.staywarmsavemoney.com.au

Housing Tasmania's Energy Champions

Housing Tasmania tenants will be contacted about joining the Energy Champions program that is being run by
Sustainable Living Tasmania. This will provide these tenants with a free energy assessment as well as upgrades.
Tenants with maintenance concerns can call Housing Tasmania on 1300 665 663.

Winter Essentials Housewarming

If you have recently moved into rental accommodation, you may be eligible for free eyelet block-out curtains under the Housewarming Program.

Emergency relief

If you are in financial crisis or facing unusual hardship there are community organisations ready to help you. Emergency relief is available state-wide and can help with: vouchers for food, bus fares or medicine; money towards an overdue bill; help to buy the things you need; referral to free financial counselling services and other services. Below is a list of the help available in your area.

Supporting no-interest loans

The NILS (No Interest Loans Scheme) Network of Tasmania, in partnership with the Tasmanian Government, provides interest-free loans for people on low incomes for a range of essential items and services such as:

  • Car Care Loans for registration, new tyres and repairs
  • Education Loans for texts, computer and school trips
  • Energy Saver Loans for a washing machine, heater, fridge/freezer, curtains, insulation and draught proofing
  • Household Loans for a fridge, washing machine and essential furniture
  • Medical and Dental Loans for medical equipment, treatment costs, braces and extractions
  • Household maintenance

You only pay back what you borrow, with loans starting at $300. There are no credit checks, no fees or charges,
and low fortnightly payments.

Save money with Energy Saver Loans

Subsidies of up to 80 per cent may be available for purchasing and installing an approved energy efficient
product with a NILS Energy Saver Loan.

NILS Plus

Funded through the Tasmanian Government's FLEX program and ending by October 2013, loan applicants
can request a free one-on-one NILS Plus advice and information session on: planning and budgeting; saving and
spending; everyday banking; and planning for the future.

To be eligible for NILS, you must have a Pension or Health Care Card, have lived at your current address for
at least 6 months, and be able to repay the loan.

Supporting bushfire recovery

Financial assistance is being provided to people experiencing hardship as a result of the January 2013 bushfires.

Free financial skills workshops

Qualified Anglicare Tasmania financial counsellors will be offering free expert advice and tips through a number of workshops in regional areas, and areas of high need, during 2013. To find out more about the workshops, or to talk with a Financial Counsellor, call Anglicare on 1800 007 007.


Connect with family support

The Tasmanian Government has built 11 Child and Family Centres (CFC) around Tasmania. These centres help families with children to access the health and educational programs they need in their local communities. To find out how to contact the CFC near you, call 1800 816 057.
