Retail Price Submission

As required by section 40AC of the Electricity Supply Industry Act 1995, the Minister for Finance has made a submission to the Tasmanian Economic Regulator relating to proposed maximum prices for standard retail contracts for regulated offer retailers once the transition to retail competition commences on 1 January 2014.

The submission is supported by independent advice and analysis from electricity market experts Ernst & Young.

Supplementary Paper: Feed-in Tariffs under Full Retail Competition

To better inform discussion of the options relating to feed-in tariffs and to provide a broader range of the impacts across a broader set of customers, the Electricity Reform Project has released a supplementary information paper that presents the financial benefit of distributed generation under a number of scenarios.

The Government is considering a range of issues in order to determine fair and reasonable feed-in tariff (FiT) arrangements to apply from 1 January 2014, and supporting transitional arrangements for existing customers.

The Market and Regulatory Framework Position Paper and supporting technical report from Concept Consulting outlines the policy positions relating to the market and regulatory frameworks that will operate from 1 January 2014, when the transition to full retail competition will commence. It also outlines the process to manage the transition, including transitional regulatory and market arrangements and the process by which private sector retailers will be introduced into Tasmania via the sale of Aurora’s retail customer base.

Regulation of Hydro Tasmania’s wholesale contract prices – Technical Report – Concept Consulting

Energy Reform Implementation Exposure Legislation and Regulations

Amendments are required to the range of electricity-related legislation and regulations in Tasmania to implement the reform package. The legislation will implement the key and supporting features of the reform package, such as:

  • ensuring the Regulator’s functions and objectives are appropriate for the new market structure;
  • establishing regulation of Hydro Tasmania’s wholesale market activities;
  • refining retail price regulation arrangements for a competitive market;
  • reflecting the divestment of Aurora Energy and the merging of Aurora and Transend; and
  • updating the legislative framework to reflect a fully competitive market.
