Social enterprise development takes the centre stage of the government’s Social Inclusion and Work Program.  The Program is embedded in the Economic Development Plan, in which the government prioritises the development of social enterprises in building social capital and creating economic opportunities for marginalised people. 

The Program includes the creation of economic opportunities for people not in the labour market through microfinance and social enterprise projects; and creating job and training opportunities for young people leaving school in communities with high levels of youth unemployment and intergenerational poverty.
